A Dangerous Plan:
Relocation of Crude Oil Old Power Plant to North Bali

I would like to call on your attention, help and comments concerning a Relocation of Power Plant with Crude Oil Energy to North Bali, one of the worldwide tourist destinations in Bali Island, Indonesia.

There is a plan from a Power Plant Company called PT.Indonesia Power in Indonesia to relocate Old Power Plant ( 2x 50 MW ) installed in Tanjung Priok , Jakarta Bay, in 1972 to a beach place called “Lovina and Pemaron Villages” in North Bali, Indonesia.

These two giant power machines consume about 45 tons of crude oil per hour or about 1080 tons per day. The crude oil for these machines will be transported by ship through island sea in North Bali and supplied to the power plant with underwater pipe about 200 or 300 metres from seaside once a week. So, they are certainly Old Power Machines ( 30 years old ) which consume a lot of crude oil.

PT.Indonesia Power is the subsidiary of the Government of Indonesia’s power company called PT.PLN ( Perusahaan Listrik Negara ). Furthermore, the specifications of this power plant and the office addresses of these companies are enclosed.

Lovina and Pemaron Villages are significantly one of the nice and quiet beaches on earth. This beach is known as one of the worldwide tourist destinations in Bali. The guests who come here are from Europe, United States, Australia, Japan, even from South America. Besides of the unique local culture in Bali, they visit these villages to feel the calm and quiet place of Lovina Beach. Lovina/Pemaron is about 10 kilometers west of Singaraja, North Bali, it is a peaceful and quiet beachside village with several guesthouses.

Recently, PT.Indonesia Power has approached the local government of North Bali ( Kapupaten Buleleng or Singaraja ) to get a license of relocating its 30 years old power plant with crude oil energy from Tanjung Priok, Jakarta Seaport, to those above small villages in North Bali. The villagers and employees in tourism sectors ( hotels, travel, dolphin/ snorkeling, boat sailing, etc ) have been complaining and demonstrating their disagreements to the Government of North Bali and PT.Indonesia Power concerning this relocation plan, and many local NGO organizations have done the same, but the y are hopeless. Because of “the big money involved in this third world project “, there are a lot of personal interests both from the local government and from the PT.Indonesia Power/PT.PLN. Unless there is a help from outside of the country organizations or NGOs, then it is desperate future for the local people to depend themselves against this big project plan.

So, here I would like to invite ideas from the experts in Power Plant and to call on alternative solutions from overseas organizations and NGOs in solving this hard problem. First, the local people in Lovina/Pemaron are intimidated by the PT.Indonesia Power that Bali Island need more electric power as soon as possible. However, the Indonesian Government, including PT.Indonesia Power/PT.PLN, does not have enough hard currency money to invest in a new power plant. Second, they have also been told that this 30 years old power plant is not dangerous to the environment conservation and villagers. For your information, Lovina and Pemaron Villages are also very famous for snorkeling, diving, seeing dolphin, nice colorful fish and wonderful underwater world.

I wish that overseas people who are expert in power plant and know about Bali would be encouraged to give us bright new alternative solutions concerning this giant monster power plant.

Specifications of the Power Plant which is planned to be relocated to North Bali :

· It is the existing power plant which was installed in Tanjung Priok, Jakarta Bay, in 1972, and It consists of two big generators with 50 MW each or 100 MWatts

· The power plant, they called it “PLTGU”, consumes 1080 tons of crude oil per day

· The boilers of power plant are with Natural Circulation, Superheater, Non-Economizer, and Air Pressure Turret.

· The boilers are ordinary gas pipes and generating gas with 513 Degree Celsius

· Each Turbine is with Single Cylinder and Impulse Reaction

· The cooling of turbines is with open air input

· The crude oil consumption will be transported through a big boat, and then it is supplied to power plant through underwater pipe, 200 meters from seaside.
