Sekaranglah saatnya ikut dalam kerjasama untuk membuat para donor dan masyarakat yang berminat mengetahui berapa banyak dana yang telah diterima dan untuk apa saja dana tersebut serta bagaimana dana tersebut dipakai dan rencana apa yang telah kita lakukan dengan dana tersebut.

Sebagai salah satu bagian dari Grup pemulihan Bali sejak awal, beberapa kali BaliSOS mengajak para anggota grup untuk mengadakan pertemuan koordinasi mengenai pentingnya transparansi dalam setiap kegiatan dan laporan keuangan.

For the 2nd time now BaliSOS' "authority to request public financial reports from all Bali Recovery Groups" was questioned in public.

This is a saddening experience, since the answer is simple:
The authority to request financial reports for publishing, or to receive information where to find these reports published on the Web,
the authority to ask for reviewing accounts of social aid groups and Bali related NGOs is nothing but what you consider
the authority implied by universal Ethics and
the authority of the general public and of myself as being part of the Community on Bali.

If one does not consider public interest in the finances of social aid organisations justified, then BaliSOS has no right to request any financial reports.
It must be assumed that those organizations who refuse publishing detailed reports have reason to hide financial facts.

Indonesia and hence Bali is regarded as Top Ten in globalk corruption.
Many people do not trust social organisations and assume corruption and misuse.
Hence it is not sufficient to pay auditors (they maybe corrupt or not), publish 20 big numbers in print media and invite top players to 5-star hotel buffets.

Transparency, detailed public reports and open accounting is required to deserve trust!

In the midst of pain, grief and destaster following the Kuta bombings we shared a wonderful experience:
Thousands of individuals here on Bali, native Balinese, indonesian transmigrants and foreigners living here alike,
rushed to Kuta bomb site or to Sanglah hospital because they felt an urge to help the wounded and to care for the families of the murdered,
felt obliged to do whatever they could to help.
Thousands were refused as helpers, more than 1,000 volunteers where accepted by their acts or by "coordinators" and helped for many days.

In the beginning it was mainly individuals, not groups and organizations, who donated their time and energy, who suffered in the morgue and at the bomb site, who donated food to victims and volunteers.
It was some NGOs and other social aid organizations, some diplomats and corporate executives, who made sure their contributions were registered by media and praised in public.
Most of the volunteers were not aware of any of these organizations being as such actively helping immediately after the bombing.

It was organizations who received donations and funding, much of it being sent from or raised outside of Bali.

Everyone should praise non-profit social organizations who often do not pay salaries but rather depend on volunteer work.
They assessed and organized medium and long term aid to bomb victims.
They supported and continue to support victims untill today and continue to do so many beneficial things for the people of Bali.

All NGOs who joined under the umbrella of the Bali Recovery Group in October 2002, agreed to provide complete transparency and publish reports.
The public is waiting for these reports!

Non-profit organizations should never ever question anybody's authority to request their financial reports or to review their accounts.

Lawyers who do not understand "What type of legal capacity/position/authority that BALI SOS has, that enable it to request such a "financial report" from all Bali Recovery groups" should according to their religion seek spiritual guidance and need to open dictionaries to read about ethics and morals.

Please proof me wrong or support the cause of transparency and help block corruption and misuse!

Contact responsible persons in social aid organizations and pledge them to open their accounting to the public!

Help NGOs to eradicate any possibility of misuse or corruption and unjust considerations by urging them to publish detailed reports!

Last not least:
GUS supplied financial reports yesterday. Thanks Norm!
That raises the number of reports to be published on BaliSOS website to 4.
Yayasan Ibu Peduli's request regarding BaliSOS' financial reports:
BaliSOS received donations only for the period from Oct. 16 - Oct. 22, 2002, when BaliSOS guranteed Food, beverages and uitilities for all victims, families and volunteers in Sanglah hospital. The financial report October 2002 covers this period.
The complete accounting was published on www.BaliSOS.com on Nov. 1, 2002 and shows that donations did not cover expenses.
Other than that, BaliSOS is, was and shall be 100% self funded.
Publishing financial reports for other periods would only explain BaliSOS self sponsored total expenses.
BaliSOS will not spent anything on advertisement, auditors and hotel buffets to prove BaliSOS' accounting right.
Everyone with doubts is invited to review receipts in our office.
Ibu Lala from Yayasan Ibu Peduli reviewed all receipts of BaliSOS already in October 2002, received a copy of the report and collected copies of all purchase receipts.
Question to Ibu Peduli: May BaliSOS publish Ibu Peduli's report as received here on November 3, 2002 ?

I just opened the files you attached.
We shall publish them on the respective section of www.BaliSOS.com

Later today BaliSOS will send another mail to the big recovery group mailing list.
Some basic considerations about financial reports will be outlined there.

There are absolutely no limits on size of documents or other content on BaliSOS website.

Please do provide more detailed information.
Complete lists of donors (name, date, purpose, amount) seem to be most important, as they enable every single donor to validate contributions hence make it clear that the published amount of donations is not missing anything.

Complete accounting details would also be helpful, at least on some exemplary accounts.

We will publish updates on BaliSOS after October 12, whereafter BaliSOS will be supported by two additional very motivated fulltime balinese members.

I've attached some more financial reports - not too detailed, but still usefull I hope. Complete financial records contain a lot of information, so perhaps we should focus on those pieces of information most frequently sought.

I've been thinking about it, and it occurs to me that one of the things people might like to know, is what % of aid grants have gone to administration ie to GUS.

With this in mind, I'll get our book-keepers to put together some information showing exactly what has gone where. Give me a couple of days for this, we're really busy right now with new AUSaid projects, our regular programs and the Kuta Karnival.

I'm interested in your suggestions on this subject (publishing financial reports on the internet)... what are we trying to achieve, and how do we best achieve it?

For eg, I could do a brief story on each major project, with a photo (?), and a brief breakdown of the total grant from (say) USaid, with how much went to admin, how much to capitol works, materials etc etc.

I assume however, that there's a limit on the ammount of information we can post on (your site), so perhaps you could give me some guidance on this.

I'm embarrassed that I didn't follow up on this a long time ago. I think it's proper for all of us (NGO's, LSM's) to be fully accountable, and anything we can do to encourage transparency is worth doing.

I have a lot of respect for Bali Hati, and Viebeke from Parum Samigita also advised me, some time ago, that this is an appropriate thing to do.

Our policy in GUS is one of complete transparency - and we are building an accounting system, and a culture which supports this principle.

Please find attached, an 'at a glance' summary of our finances plus a brief summary of our projects and programs. I had a more complete financial summary prepared for you, but it's (temporarily) dissappeared into computer-land. We'll get it back, and send it to later today or tomorrow at the latest.

Thank you for providing this service, as far as I can see, it can only help us build trust with potential supporters and donors, in the future.

A question arised;
What type of legal capacity/position/authority that BALI SOS has, that enable it to request such a "financial report" from all Bali Recovery groups?

Did all groups give a legal authority to Bali SOS?
If that's what happened, than it is true that all groups are obliged to give their financial report to BALI SOS.

If that's not the case, then we may perceive Bali SOS's request as a reminder for all parties, including BALI SOS, to publish a full financial report (verified by a chartered public accountant) in a national/international printed media.

The published "financial statement" can, from this side, not be considered a regular financial report for a social aid organisation.
It does not provide any detailed information.

You published a single page financial statement providing only basic quantitative information.

BaliSOS assumes that sponsors, donors, funders as well as the general public have a right to expect more qualitative information.

Unless donors requested anonymity they should be part of a list that gives name, purpose, date and amount received.

Please let us work together to find a good solution for the public.

I undestand your good intentions.

By what authority do you assume review of accounts.

I understand that the authority for this matter is the DEPSOS.
Sri advised me that she had made monthly and sometimes weekly reports to DEPSOS.

The other authorities relating to Zero to One Foundation are, The Australian Tax Office, Sate charity registration offices.
Internaly, Zero to One Foundation reports to a Board of Directors who are responsible for its activities.

Auditors for this foundation are KPMG who report to the Australian Government.

I did never criticise YKIP specifically, but if you do write officially on behalf of YKIP, I have to consider that the general criticism I expressed with my eMail dated Oct. 4, 2003 is completely warranted regarding YKIP.

On May 22, 2003, I mailed a request for Financial Reports to all respectively known groups and individuals here on Bali.
Several YKIP members including "Mark Keatinge" <troppo@tropicalbuildings.com> (you) were part of that mailing list.

You did never reply, nor did others except Norm vanToff for GUS, Patrick van Kampen for Rotary, Frank Olcvary from Bali Hati and Jane Wolters.
Bali Hati alone provided a financial report, others were never received or announced to BaliSOS.

Why was BaliSOS not informed by a single line eMail after YKIP published their report?
Do you expect BaliSOS to scan every website on a daily base to look for financial reports?
That would not be hard work but a waste of valuable time for life.

How you dare write "It (YKIPs report) is certainly far more complete than your own financial report at Bali SOS Group.."
YKIPS report is not very specific, does neither list single donors except for UNICEF/USAID, nor does it provide detailed information about how YKIP spent the money.
BALISOS' report specifies every single item purchased and every single donor who gave money to BaliSOS.

YKIPs financial report has been audited on June 23. It covers the period from October 18, 2002 untill June 30, 2003.
The auditor has only audited YKIP for the period from 18 October 2002 through 31 December 2002.
Why?

Please allow me to personally check YKIPs accounts up to date including all original receipts together with another person of my choice in order to confirm that YKIPs report is 100% true?
After 20 years of developing accounting software in Germany, I am definetely qualified for such a task.
YKIP does not need to pay for this service and the results will be published.

Following your request, this mail will be carbon copied to the same mailing list as covered by the previous requests.
Additionally this conservation has been published on our Website at BaliSOS.com.

You obviously didn't look very hard........ what a pity.

Please re examine YKIPS website and you will see the following auditors report and financial statements for YKIP for the previous financial year clearly available. Go to the drop down box at the top marked donations and you will find:

which have been there for some months

Not only are these reports very complete and up to date to June 30, 2003, but they also are backed by a registered auditors report for the financial year ending 31 December, 2002. What more do you want????? It is certainly far more complete than your own financial report at Bali SOS Group and compares favourably with Bali Hati's published report.

To avoid any unwarranted criticisms of YKIP, I believe that it would be appropriate for you to re send your email to all the original recipients identifying this oversight of yours in your original criticism.

We failed to find any financial reports of NGOs being active on Bali at other websites.

The reports should at least specify total amount of donations or other funds received and total spendings, with separate section for administrative and operative spendings (Cash Flow Report).
